Spreading multiple Simulators to all available Coordinators in DEVTEST

Issue/Introduction

We have three coordinators running and during staging a test with the 3 coordinators, only 1 coordinator gets all the simulators.  All the coordinators should have simulator(s) attached to it.

How can spread the simulators to all available coordinators?

Resolution

When you stage a test, you pick the Coordinator and in the Staging document, You specify the Simulators to use.
