BGP4 Peering alarms cleared and then immediately asserted again every 24 hours in Spectrum OneClick

Customer has BGP Manager enabled on the in Spectrum.  On a few interface models, approximately every 24 hours, Spectrum will clear an existing BGP Peer Session alarm using event id 0x220016 and then immediately assert a new BGP Peer Session alarm with event id 0x220051.


The interfaces in questions are configured for BGP but they do not have an ip address configured on the interface istself.
