Getting this in the server.log:

We have restarted IDM (in hopes of clearing the JVM cache) with no luck.
We have other environments (14.4.1) where it is working.

There is most likely a network-level problem, like a firewall rule timing out the connection, for example.

Try some browser tracing analysis using chrome developer tools, Wireshark, etc.
