Emails and tickets continue to be generated during maintenance windows.

For the Summary alert, we edit the Critical and Major polices. We added Message does not contain Summary.
For Emails when alerts are in maintenance, we edit the policy and add maintenance is false.
For Ticketing, customer is using Spectrum Integration to create tickets which is outside of the OI flow.
Customer instrumented new Spectrum rules so alerts that are in maintenance will not create tickets.
