Some eventlogs are missing from syslog server

Issue/Introduction
When looking at events on syslog server compared to the local proxy event log some events are not showing on syslog server.
Cause
Certain messages are tagged as "SEVERITY_INTERNAL"(In SGOS code) and will not be forwarded to syslog server.
Example: "SNMP: 'Not-in-time window' error detected. Initiated a configuration refresh." 0 430000:65 helper_utils.cpp:187
Resolution
This is behavior by design.
