This is prone to be configuration issue.
Check the configuration file of the TLS Gateway, make that the parameter is not commented

Workaround:
The problem can be easily solved in the client 0 > Administration > Agent > TLS-GW > Reset Agent Public Key.
Solution:
Uncomment this line in the configuration file and restart the TLS-Gateway.
