Spectrum CAC Configuration requires providing an OU when you enter the LDAP Base DN

Issue/Introduction
In CAC Configuration when you enter the LDAP Base DN, Spectrum requires specifying an OU.
It will not allow us to only use only DCs to specify a search of the entire tree.
This requires us to create duplicate records for our Spectrum users.

Resolution
The following patches will address the above issue:
