How to shut down the IPsec tunnel from the WSS portal?
Or, alternatively, is it possible for Broadcom support to shut down a customer tunnel?

The recommended way to shut down the tunnel is to shut the tunnel on the physical device (Router/Firewall) at the customer site.
On the WSS portal, you can bring down the tunnel by changing the pre-shared key to a different value. This way IPsec tunnel will not match the pre-shared key and it will bring down the tunnel.
