Is there a document that explains the naming conventions of APARs and PTFs? 

For example what are LTnnnnn, LUnnnnn, ROnnnnn, SOnnnnn, STnnnnn, TRnnnnn, etc.?

Resolution

Understanding the prefixes in use today is fairly simple since there are only two categories: unconfirmed solutions and published solutions.

The LT, ST, and TR prefixes are for unconfirmed solutions, and the rest are published. An easy way for now to understand this is to say that if the prefix has a "T" in it, it is a "test" or unconfirmed solution.
