Reporter email notifications not sent

Issue/Introduction
Dollar Universe users have submitted the jobs. Jobs status shows as success. But we didn't receive the email.
Environment
Release : 6.x
Component : DOLLAR UNIVERSE
Cause
The user(submission account) used for submitting the job doesn't have access to that Reporter Temp folder. Hence, email notification failed.
Resolution
Use a submission account with adequate permission on Reporter install directory.
