Scenario does not let project allocations to be made

Issue/Introduction

Summary: In Classic, the user can get confused if they use an action and cannot navigate correctly through the menu afterwards. 

Steps to Reproduce:

1. Create  a scenario 
2. Open a resource --> Allocations --> Details
3. Add a new project/investment to the resource
4. Select your scenario
5. Edit the time scale on this investment and try adding an allocation

 

Expected Result:  You can edit the time scaled values.

Actual Result:  You cannot edit.

Note that the Start and Finish Dates show -- -- instead of the correct dates.
