In a View upgrade, is it mandatory to install the 'CICS Pseduo-Conversational Option'?

There do not appear to be any View 12.2 datasets coded in the CICS task.

So, would this need to be installed for 14.0?

If CICS was not being used in View 12.2, as it is not mandatory to have CICS as an interface, then if you are choosing not to use it, then it does not need to be installed in 14.0.
