Issue/Introduction

Netops portal is down and cannot start MYSQL.

Cause

A configuration change was made, employing an external user account named "mysql", which interfered with the permissions granted to the local user by the same name

This did not allow the local mysql permissions to allow write access to .../MySql/data or .../MySql/tmp

Resolution

Revert to using the local mysql account
