"Move" button on user definitions is greyed out

Issue/Introduction

In user object definitions, there is a "Move" button, but it is grayed out.

1) Log into client 0
2) Open a user object
3) Notice that the "Move" button is greyed out (expected not greyed out)
4) Make a change to the user object
5) Notice that the "Move" button is now click-able
6) Click Move button

Expected behavior:
Move button allows you to move user object like right-clicking the object in a list and using "Move"

Actual behavior:
Move button does nothing

Resolution

The designed behavior is that the "Move" button is only available when in Read-Only mode on an object.

The behavior was fixed in 21.0.3 and 12.3.9
