Unable to update Fiscal Time Period name

Issue/Introduction

You are unable to update Fiscal Time Period name for weekly time periods that begin and end on Daylight Savings Time 

Error received - "New periods must not create a gap with the existing periods."

STEPS TO REPRODUCE: 

1. Go to Administration>>Finance>>Setup
2. Click on Entities
3. Click on an Entity name
4. Click on Fiscal Time Periods tab
5. Search for Weekly time periods to see if any were added
6. If not, add 2 weeks of Weekly Time Periods - 3/7/22 - 3/13/22; 3/14/22-3/20/22
7. On Fiscal Time Period list, open time period 3/7/22 - 3/13/22
8. Make an update on Period Name
9. Click on Save and Return

Expected Results: The Period Name is updated

Actual Results: Receive error "New periods must not create a gap with the existing periods."

Note - This also occurs for week 10/31/22 - 11/6/22 but different error - "An exception occurred while trying to update an object instance fiscaltimeperiod"

This DOES NOT happen if the time period is updated before the next period is added.
