Okta login loop for AIOps tenant

Issue/Introduction

A number of people who are using the AIOps - tenant okta login are experiencing login loops to the point where a lot of the time we give up, close the tab and try again.  This issue also happened to a dx dashboard. The tenant is using SAML integration to login to dx saas.

Resolution

The DX Platform DEV team has identified some items which seems to be the root cause of this issue. The DX Platform DEV team has built a fix for this issue. This fix will be part of March 3rd 2022 (tentative) production DX SAAS deployment.
