Where is the number of user logged in sessions managed? Can login be limited to x?

Resolution

There is no management of the number of users logged in. 

We currently do not have a way to limit the total number of concurrent sessions.

We do have a way of limiting a user to having only one session at a time (You can turn that on in the Admin Security Settings page) but way to limit number of users.
