Shut down another product and brought up VAM started task. Issued F VAM,UNLOCK in response. VAM can't be started correctly.

It is very important that the hooks be removed in the reverse sequence that they were installed. As each product installs its hook, it must leave a pointer to the previous hook so that during the uninstall the trail is not broken.
To be sure what product has installed a hook behind the Allocate hook, a TSOTEST can be executed.
Allocate should be brought down with F VAM,REMOVE .If any VAM command like UNLOCK, REMOVE or CLEANUP can't remove correctly the hooks to re-start AVM, an IPL should be run.
