Location Awareness based on RegistryKey is not working

Issue/Introduction

Some systems the registry key value based location awareness is not working, where it's working just fine for others with the same location awareness logic.

Cause

The RegistryKey rule type has a lower weight value than others. This is by design.

Resolution

Add another rule type to the Location to add weight to the overall Location rule. For example, add a file instance or system state to the rule. This will allow the rule enough weight to initiate a change if another Location rule has more weight than the registry key alone.

As changing this would affect the way rules are calculated, this will not be changed at this time.
