Event Manager Appears to Have Issues. No Events showing in PM, Spectrum Has Errors

Issue/Introduction

PM EM DS was showing sync failed and Spectrum has the following message every 60 seconds, "...(PoolThread-8: GlobalPool => RubiconEventPoller) (NetqosEventLog) - (ERROR) - RubiconEventPoller (ashprnmsmls1(0x1000000)) Unable to contact Rubicon EventManager to determine event types. Will re-attempt on next poll....".  Disabled EM, Restarted EM service, Enabled EM and DS shows "Available", but no Events query in PM fails and no further Events sent to Spectrum.

Cause

There was a mysql dump running on the EM database causing it to not process events.

Resolution

A mysql dump of the EM database was running. Stopped the mysql dump process and restarted services.
