Resolution
The return code of the message ESF7990 indicates that your CCS is missing the PTF SO15973 or the z/OS is not at level 2.3 or higher.
This shouldn't cause any problems for the Spool functionality
The Spool Product/Feature registration was added by the PTF LU03150.
You are expected to see this message if the environment doesn't meet the requirements in terms of CCS and z/OS levels.
