CA 11 APPLY step fails with GIM54701E for SYS1.AOSB3 and SYS1.AMODGEN DLIBs

Issue/Introduction

We are updating CA 11 and the apply of  CL7B000 receives the following messages:

GIM54701E ** ALLOCATION FAILED FOR AOSB3 - IKJ56228I DATA SET SYS1.AOSB3 NOT IN CATALOG OR CATALOG CAN NOT BE ACCESSED.
GIM28307E ** ALLOCATION FAILED FOR AOSB3, WHICH IS REQUIRED IN ORDER TO PROCESS ELEMENT IEFTB724 IN SYSMOD CL7B000.    
GIM54701E ** ALLOCATION FAILED FOR SMP00011 - IKJ56228I DATA SET SYS1.AMODGEN NOT IN CATALOG OR CATALOG CAN NOT BE     
             ACCESSED.                                                                                              

Why does installing ca11 require these DLIBs?
Are there other DLIBs that can replace these?

The SYS1.AOSB3 is normally where  IEFTB724 resides.  CA 11 needs to link the IEFTB724 program with our message writer.  CA 11 only reads  SYS1.AOSB3 does not  write to  it.  SYS1.AMODGEN  is required for IBM macros that CA 11 needs.  There are no other DLIBS that can replace these.  There is also a SYS1.MODGEN  library which may be  included with the SYS1.AMODGEN reference but does not replace it.
