Dataset rule changes in ACF2 are not being used for user access to datasets.

Issue/Introduction

Access Rule changes are not being seen during the validation process.

Environment

Release : 16.0

Component : ACF2 for z/OS

Resolution

Dataset access was not being given to user because the access rule was
resident in the C(GSO)  RESRULE record.
The documentation for RESRULE states that an
F ACF2,RELOAD(index) is required after rule changes.
