Unable to localize financial attributes

Issue/Introduction
Localization is not working on financial attributes like cost plan.
STEPS TO REPRODUCE:
1. Enable the Localization Beta in Clarity as per knowledge base article 220305
Localization feature toggle procedure for 15.9.3
2. Select Administration -> General Settings -> Localization Beta
3. Select Language Norwegian
4. Choose file download_no.zip
5. Click the Upload Captions button
6. Log into Clarity Modern UI with user whose language is set to Norwegian
7. Select a project that has a cost plan
8. Click on the Okonomi View
9. Click on the cost plan.
Expected behavior: The cost plan is displayed.
Actual behavior: Nothing is displayed. The web browser dev tools reports a HTTP 500 return code.
