Issue/Introduction

FTP upload fails with dataset security violation 08-66
but only when the dataset does not yet exist. 
Existing datasets work.

List of ACID shows VOLUME = *ALL*(G) ACCESS  = ALL
which should allow dataset create.

Release : 16.0

Component : Top Secret for z/OS

Resolution

If the  RACROUTE REQ=AUTH call being driven from FTPDNS, and the call is for CLASS=DATASET but there 
is NO VOLUME being passed on the PLIST.   
TSS will drive a VOLUME check only if one is passed to  via the racr plist. 

If a volume is not passed on a dataset call TSS will only look for dataset rules, there is no Volume to check
