LSCA1 has scope over LSCA2.

LSCA2 has scoped over USERA, USERB and USERC.

LSCA1 doesnt have scope over USERA, USERB and USERC.

Since LSCA1 has scope over LSCA2, LSCA1 should have scope over USERA, USERB and USERC.
