Allocations Timeline: drop target blocked when switching between filtering criteria

Issue/Introduction

Retrieving a view that was saved after explicitly switching to ItoR (Allocations by Investment) blocks dropping

Steps to Reproduce:

1. Go to Staffing | Allocations Timeline
2. Switch to "Allocations by Resource"
3. Switch back to "Allocations by Investment"
4. Refresh the page
5. Try to drag a resource onto one of the investments 

Expected Results: The drop target should still be available for adding resources. 

Actual Results: The drop target on the investments are blocked.

Cause

Resolution

Defect fixed in 16.0.2 and fix ported to 16.0.1.1.

Workaround: Switch to "Allocations by Resource" and then back to "Allocations by Investment".  This will work until the page is refreshed or a new view with the "Allocations by Investment" setting is chosen.
