Option to show in flyout for the To Dos module is still visible on upgraded CITs Blueprints (with Oracle)

Issue/Introduction

For an upgraded system using an Oracle database, when the To Dos Module is in a CIT Blueprint, the Module 'Configure - To Dos' displays the option 'Show in Details Flyout'.  This option should NOT be available for the To Dos Module. 

Steps to Reproduce:

1. Copy the Standard blueprint for a CIT
2. Edit the copied blueprint from step #1
3. Add the "To Do" module to the blueprint

Expected Results: The option should NOT be available for the To Dos Module. 

Actual Results: The option is shown.
