The HOLDDATA of LU02463 indicates that the following console command should be issued in order to dynamically activate the module.
SETPROG LPA,ADD,MODNAME=CASSMTAB,DSNAME=LNKLST,FIXED,PAGEPROTALL
The CASSMTAB module is located in the CAW0LINK library.
Why should it be added to the LPA, and should it not be added to the LPA after IPL?

The point is, the module needs to be loaded in storage, this command loads it into storage.
LNKLST is not storage, it is only a list of module names and pointers to the modules within the dataset.
In order to execute, LNKLST modules need to be loaded into storage.
This command will load the module into LPA and leave it there.
If the system was IPL’d, CAMASTER would have done this during initialization.
