Buttons on "Manage widget" screen are not always able to be seen

Issue/Introduction

You are unable to clearly see the buttons on the Manage Widget screen.

Steps to Reproduce:

1. On the Staffing Workspace (Staff Grid tab), create a widget of any type and add it to the widget library
2. Click on Manage Widget to edit the widget in the library

Expected Results: You are able to see the Edit and Add buttons without collapsing the top section

Actual Results: You are unable to clearly see the buttons
