Top Secret CPF propagates Failed TSS commands

Issue/Introduction

Top Secret CPF is propagating failed TSS commands from source of command entry to remote ENF nodes. 
The only commands not propagated are those where the command submitter does not have proper TSS admin authority.  
Are failed commands supposed to be propagated?

Environment

Release : 16.0

Component : Top Secret for z/OS

Resolution

Failed commands do get propagated:
Example:
TSS0314E  ACID DOES NOT EXIST                             
TSS0301I  REPLACE  FUNCTION FAILED, RETURN CODE =  8      
TSS9806I COMMAND QUEUED FOR DESTINATION XE56 

 This is working as designed.
