Users are not able to run the SMC commands in the Symantec Endpoint Security (SES) Live Shell.

The Live Shell feature lets you run PowerShell remotely on the endpoints in your network.
Using Live Shell, you can:
NOTE: You cannot run commands that require input from the endpoint user.
In order for the PowerShell command to work, it will require the dot backslash (.\) to precede the command. See example below:
Change to the folder C:\Program Files (x86)\Symantec\Symantec Endpoint Protection before executing the SMC Commands.
Example:
.\smc -updateconfig
.\smc -cloudmanaged path\to\Symantec_Agent_Setup.exe
NOTE: Your Live Shell connection will be terminated if you stop the SMC service (.\smc –stop).
