We currently have CA Harvest Software Change Manager installed on redhat 7.9. The database is on a different linux server. Is there a way to convert this to a windows based solution? If so, what would we have to do?

Yes, you would install SCM Server and Client on the new Windows server, then use HDBSetup to connect it to your existing Harvest database. Configuration details such as your *.arg and *.cm files could be copied to the new server, but any encrypted password files would have to be rebuilt with "svrenc", and any UDP scripts would have to be rewritten for the Windows platform.
