Inv_hierarchies table not populating default data

Issue/Introduction

Under certain circumstances, when a Project is created via XOG, the default entry that should be created in the inv_hierarchies database table for the Project does not get created.

STEPS TO REPRODUCE: 

1. Create a load file for XOG.
2. Use the XOG command to write the Project.

Expected Results: The Project should be created, and then an entry should be created in the inv_hierarchies database table, with this newly created Project as the child, and no parent.

Actual Results: Under particular circumstances, no entry is created in the database table.
