Actual Cost fields on grids are blank in per period metrics

Issue/Introduction

'Actual Cost', 'Actual Operating Cost' 'Actual Capital Cost' TSV fields that are new on the Project, Idea, CIT grids starting in 16.0.1 are only showing blank cells in the per period metrics columns. 

Environment

Clarity 16.0.1 and higher

Cause

The new job 'Post Actuals to Investments' needs to be run for the data to show. (This job is available starting in 16.0.1)

Resolution

Run the Post Actuals to Investments job

Additional Information

On the 'Assignments' Module, the 'Actual Cost' field is NOT the same as the 'Actual Cost' at the project level.  The Assignment 'Actual Cost' value is coming from the assignment blob field. The new fields mentioned above are coming from Posted WIP Transactions.
