Issue/Introduction

During DB2 Catsync into Repository for z/OS processing of DB PROC object
(DB2 Stored procedures), inserting new DB PROC
may result in a duplication error during processing
of PROCPARM.  

The catsync process (DBXSYNC program) may fail with a CC=8 and a XIO00027 error.

For ex.
MESSAGE: XIO00027
Error: 'DBPROC.PARMNAME,STATUS,VER' already exists in the repository.
