ACFRPTRL shows three dataset rule compiles within 1second

The rules have lines like:
ACF75052 ACCESS   RULE xxxx STORED BY STClid ON 12/02/21-13:53
ACF75052 ACCESS   RULE yyyy  STORED BY STClid ON 12/02/21-13:53
ACF75052 ACCESS   RULE zzzz STORED BY STClid ON 12/02/21-13:53

The "before" and "after" versions of the rules are identical...no actual change was made.

STClid does not have authority to compile the rule

Resolution

This is ETFA doing its rule aging under the covers. You should talk to ETFA support.
 The rule aging will check rules to see if it has to be updated for rule aging.
If it does, it uses the current address space to restore the rule, with the updates
in the ETFA section of the rule that we do not know about, so the report appears
to say nobody updated anything in this rule but they stored it."
