Security group / rights failing in Dev with error "Could not load project"

Issue/Introduction

We are setting up a security group and it appears the group is not working as expected with the set rights. When user logs in to Modern UX and lands on projects tile they don't see any projects and get an error "Could not load project". What could be causing this error?

Group was missing Projects - Navigate access right.
