Forecast 12.3.x in Jobs with Agent as Variable returns FAULT_OTHER - Start impossible

Issue/Introduction

Forecast in 12.3.x is wrong on Schedules containing Workflows having Jobs inside that have as Attribute Agent a variable (ie. &AGENT_OS#) or {VARA,key} where the Agent name is properly set via a JOBI in the Preprocess of the Workflow:

1. Workflows appear with status "Blocked"
2. Jobs inside them with variable as Agent appear with status "FAULT_OTHER - Start impossible. Other error"
   
   

Expected behavior: status should be Ended_OK ( same behavior as Forecast in 12.2.x or previous versions)
Actual behavior: status is wrong for Jobs with variable/vara as Agent ("FAULT_OTHER - Start impossible. Other error")
