Adding œ and æ characters to EXTLCFR and EXTUCFR char set used by the function FORMATFPE1 and FORMATFPE1EXT

Issue/Introduction

As discussed Dahman and Martin here the 2 extended characters which we need to add to the list of French extended characters (EXTLCFR and EXTUCFR) used in FORMATFPE1 and FORMATFPE1EXT :

• œ (Œ)
• æ (Æ).

When « Mask Extended » option is disabled in FORMATFPE1EXT, here the mapping to use in pre-process:

• œ à o
• æ à a
