What is the use of changing Jumbo Packet,Receive Buffer, Transmit Buffer network settings on ITCM Domain Manager "Open Network and sharing Center". ---> Ethernet ---> Properties--->Configure ---> Advanced.

The settings you are modifying will help to optimize your network . Increasing Jambo Frames are based o desired transmission you are looking for. Why you want to modify these settings from default values ?. Its not recommended to o Jumbo frames setting for just one machine. This has to be done for all the devices , when did on one device leads to packet loss and network connectivity will not work.

Coming to receiving buffer  packets, there’s a buffer in system memory that is used by the adapter. Higher the buffer size, higher the performance. The only problem is that if you increase the buffer size, the memory footprint increases.

Depending on your system, the default will be set automatically to the optimal size which is usually 256.

Consult your network administrator before changing these settings.
