Project % complete is editable in the New UX

Issue/Introduction

Version 16.0 is allowing you to update the project percent complete attribute in the New User Experience (UX), even when the calculation mode is equal to "duration", which means that the calculation is done through the update % complete routine. As a default, the % complete attribute should turn to read-only for Effort or Duration % Complete calculation methods.

This issue doesn't happen on the classic interface

STEPS TO REPRODUCE: 

1. Create a project in Clarity
2. Add the % Complete Calculation Method and % Complete fields to the Project details or column list view
3. Change the % Complete Calculation Method to Duration or Effort
4. Click on the % Complete field and change the value

Expected Results: The % Complete field is uneditable.

Actual Results: The % Complete field is editable
