Is there a way to suppress the REFRESH commands?

Is there a way to suppress the REFRESH commands
A) If the COMMAND does not contain REFRESH in the policy statement, this should prevent the REFRESH commands from coming through.

Is there a way to suppress OMVSTABS ?

A) Specify a test condition similar to how it is specified in the first question, something like:

COMMAND does not contain OMVSTABS
