Resolution

If the data set should be restored and the userid remains revoked then to do the restore, the security interface should be bypassed. In this case RACF.                                  
1) Set SYSPARMS RACFSUPP to N and RACFPROC to N                           
2) Do the Restore with a Newname                                          
3) Do a FMS job with Newhlq parameter to restore all datasets from this revoked user into a new name.                                             
Using a New HLQ permits to get the data set restored with a name where you have rights to do it.                                      
This is not a standard way but we are in a non standard RACF process too.

 
Normally a revoke user is restored and the data set of this user can be then restored. 

OR set the SMSRESOW to N:

SMSRESOWy Valid for RESTORE, RECOVER, MOVE, and COPY

Specify a value of Y (the default) to indicate that construct authorization checking is done using the RESOWNER value, which is based on the high-level qualifier of the data set name. Use this value when USE_RESOWNER=YES (default) is specified in member IGDSMSxx of SYS1.PARMLIB.

Specify a value of N to have Disk  pass the execution user ID and group ID to DFSMS to allow construct authorization checking based on the allocator User ID. Use this value when USE_RESOWNER=NO is specified in member IGDSMSxx of SYS1.PARMLIB.
