12.3 Desktop client Fit-to-Window and Layout on the Monitoring and define Perspective not working.

Issue/Introduction

When we use the desktop client the function available on Desktop client like Fit-to-windows, layout are not working. attaching the screen shots for reference.  the same functions on 11.3.x version of desktop client are working fine.

Environment

Release : All Supported Versions till date.

Resolution

From r11.3 SP3 onwards UI library changed to Yfile, earlier it is ILogs. Slight change in layout expected from r11.3SP3 onwards. 

Its not the bug.
