api portal v5.0 tenant login failure

Issue/Introduction
We can login to apim tennant successfully with the default user:admin pass:7layereyal7
but we can not login to a new created tenant with the same user-pass info.
Environment
Release : 5.0.x
Component : API PORTAL
Resolution
The default user and password for the user tenant is username admin and the password 7layer
The default user and password for the apim tenant is username admin and the password 7layereyal7
Additional Information
apim tenant is the backend portal used for internal processing proposes. This is NOT to be modified or to add a proxy or new API's
