UIM: Cannot select groups in OC Health Group Reports for Group Trend and Top N

Issue/Introduction

Account users with Administrator role are unable to select group in Health Group Trend Report or  Top N Reports
The only user that works is the Administrator user

Resolution

This issue is seen when Account does not have any Groups assigned and can be validate making sure that the account user displays groups in the OC Groups page
