Custom attributes unavailable for use as global collection search criteria in Spectrum

Issue/Introduction
I need to create several global collections based on values assigned to custom attributes we've previously created using the Model Type Editor. These attributes contain tailored asset data (text) for each of our network devices.
My issue is that I cannot select those custom attributes when creating or editing the global collections – they simply aren’t available anywhere in the Attribute Selector. I’ve also found that they are not available in the Attribute Editor, and are not shown when attempting to add them to the Attribute Editor's User Defined section using the “User Define add” option.
How can I make these custom attributes available for use as search criteria for a dynamic global collection?

Resolution
- Spectrum will not show custom attributes if there are catalog db mismatches across the DSS environment.
- Create the same custom attributes across all the landscapes or synch the catalog.
Additional Information
Two or More of the SS catalogs in the DSS are in conflict
