Deliver - Hang in the RMOSTC task, and jobs in the systems are hung

Issue/Introduction

The client was where there was a hang in the Deliver RMOSTC task, resulting in jobs being hung in their system.

Resolution

After an unsuccessful attempt to stop Deliver with "/F rmostc,OFF", the client went on to cancel the Deliver RMOSTC task (/C rmostc). 

They subsequently started the task with "/S rmostc". 

With that task restart, production jobs successfully pre-spool processed and sent the output successfully to View. 

Client was provided instructions that, in the event that there is a hang in processing again, that if the Deliver task is canceled, that the task be started with "/S rmostc,PARM=OFF", to be followed (as the RMOSTC task will come down (with hooks removed)) by a regular task start of "/S rmostc".
