z/OSMF install fails restoring the CAI.PORTPKG datasets

Issue/Introduction

Attempting a trial install of Spool via z/OSMF. The first job fails with a dataset violation trying to access a CAI prefixed file:

and the SMPE output shows that there's an attempt to run a DFSMSDSS RESTORE (ADRDSSU) accessing an input file with this CAI prefixed name.

All Broadcom products installed via z/OSMF have this requirement.

The input files are named CAI.PORTPKG and read access in the external security package (TSS, ACF2, RACF) is required to perform this installation.
